  JOB DESCRIPTION


JOB TITLE: Small-Grants Manager

 

Agency: Representation of Christian Children's Fund, Inc. in Belarus (CCF-Belarus)

 

Christian Children's Fund, Inc. (CCF):
CCF is non-sectarian international development organization dedicated to serving the needs of children worldwide. Since its inception in 1938, CCF has provided more than $2.7 billion in services. CCF currently assists more than 13.7 million children in 31 countries in Asia, latin America and the Carribean, Eastern Europe , Sub-Saharan Africa and the United States. CCF's goal is to strengthen children, families and communities so that they can become self-sufficient and build for the future.

 

CCF-Belarus belongs to the international Christian Children's Fund network. CCF has successfully implemented projects in Belarus since 1993. Headquartered in Minsk, CCF-Belarus is active in Smorgon, Orsha, Kobrin, Zhodino, Volozhyn, Chaussy, Minsk, Vitebsk. The main programmatic areas of CCF-Belarus include child protection, family support and prevention of social orphanhood, services for disabled children and their families, integration of institutionalized children, HIV/AIDS.

 

CCF-Belarus is looking for staff with strong commitment, an open mind-set, entrepreneurial and flexible attitude as well as proven emotional intelligence.

 

The Small-Grants Manager serves in CCF-Belarus Finance Unit. He/she reports directly to Country Finance manager and works in close coordination with M&E specialist, Project managers and Accountants. The main role of Small-Grants Manager is to ensure effective functioning of CCF-Belarus Small Grants and Subcontracts Scheme in accordance with established rules, regulations and frameworks. The Small-Grants Manager will also work in collaboration with Program specialists to ensure appropriate exchange of information and to mobilize support to resolve issues arising with CCF grants and subcontracts. This includes work to diagnose problems, research and assess possible resolutions to the problem, and work with the grantee/subcontractor and CCF Country Team to ensure the issue is resolved.

 

KEY RESPONSIBILITIES INCLUDE:

  • Planning, management and control of effective implementation of CCF Small Grants and Subcontracts Scheme in accordance with established rules, regulations and frameworks.
  • Preparation, negotiation and registration of subcontracts and grants agreements.
  • Elaboration and maintaining of Grants and Subcontracts Filing System.
  • Audit of CCF grantees/subcontractors' financial reports and monitoring of their compliance with subcontract/grant agreements and legal regulations.
  • Assistance to subcontractors/grantees in proper implementation of established procurement policy, including carrying out of tenders.
  • Providing training in finance and grant management to CCF partner non-governmental organizations and social sector institutions in Belarus.
  • Providing CCF grantees and subcontractors with ongoing consultations and advice on issues related to finance, grant management, reporting, etc.
  • Support CCF partner non-governmental organizations and social sector institutions in development of effective financial and accounting systems in place.
  • Development of financial reports and spreadsheets.
  • Regular communication and information exchange with CCF Head Quarters regarding management of grants.
  • Providing Country Finance Manager with advice and expertise on improvement of CCF Small Grants and Subcontracts Scheme and related procedures.
  • Contribute to development of financial policies, financial projections, budgets and reports.
  • Other tasks which may be requested.

 

QUALIFICATIONS:

  • Knowledge of accounting and finance.
  • Strong analytical and auditing skills.
  • Working knowledge of USAID/ EU rules and regulations related to finance and grant management.
  • Previous experience of work with international NGO.
  • Knowledge of finance/accounting software.
  • Ability to work under pressure.
  • Interpersonal skills, co-operative attitude and team player.
  • Ability and motivation to self-development.
  • Ability and motivation to share knowledge and experience with colleagues.
  • Constructiveness in responding to feedback and corrections.
  • Excellent PC skills.

 

LANGUAGE REQUIREMENTS:
Russian, Belarusian - native, English - fluent (both verbal and written).

 

EDUCATION:
University degree in accounting or finance.

 

EXPERIENCE:
Three years progressive work experience in accounting or finance.
Managerial experience is desirable.
